(ICIA CHARTER)

PREAMBLE

Whereas the global commercial crystal, mineral crystal, and specimen market has long suffered from a lack of unified, scientific grading standards and robust anti-counterfeiting traceability mechanisms, leading to widespread market confusion, inflated marketing claims, and prevalent transit swap-fraud; To establish a transparent, fair, reliable, and standardized new ecosystem for the global crystal industry, and to protect the legitimate rights and interests of both commercial merchants and end consumers, the International Crystal Industry Alliance (ICIA) is hereby voluntarily established by leading mineralogists, gemologists, accredited laboratories, and industry enterprises. This Charter serves as the supreme foundational code and organizational rule of ICIA. All members, accredited institutions, and executive bodies must strictly adhere to its provisions.

CHAPTER I: GENERAL PROVISIONS

  • Article 1 (Name and Nature) The organization shall be known in English as the International Crystal Industry Alliance (hereinafter referred to as ICIA). It is an international, non-profit industry standardization and verification service alliance composed of mineralogical research institutions, accredited gemological laboratories, authorized merchants, and professional grading specialists.
  • Article 2 (Headquarters and Digital Portals) The global headquarters of ICIA is located in Tsim Sha Tsui, Hong Kong. The official designated domain name and digital archival verification portals are icia.uk and cert.icia.uk.
  • Article 3 (Core Mission) The Alliance is dedicated to abolishing chaotic, self-proclaimed commercial terminology by implementing scientific multi-dimensional grading matrices (CCGS & MSGS), eliminating supply chain fraud through IGSTS 3D biometric visual fingerprinting, and enforcing strict ADRPS arbitration and advance compensation mechanisms to ensure ultimate transparency and trust across the global crystal trade.

CHAPTER II: ORGANIZATIONAL STRUCTURE AND GOVERNANCE

  • Article 4 (Supreme Decision-Making Authority: Supreme Advisory & Arbitration Committee – OA-COM)
    1. The OA-COM is the highest governing and decision-making body of ICIA, composed of world-renowned mineralogists, crystallographers, senior gemologists (such as FGA / GIA GG holders), and international trade legal experts.
    2. It exercises global supervisory power, final revision authority over CCGS/MSGS standards, and veto power over major arbitrations and Level III global blacklist enforcement.
  • Article 5 (Academic and Scientific Support: OAISS Institutional Matrix)
    1. OA-LAB (Accredited Gemological Laboratories): Equipped with physical testing apparatuses, responsible for material authenticity verification and initial anti-counterfeiting tag issuance.
    2. OA-RES / IGMRI (Gem & Mineral Research Institute): Responsible for research on inclusion genesis, treatment detection, and standard algorithmic evolution.
    3. OA-REG (Regional Industry Associations): Local non-profit chambers of commerce or associations coordinating regional standard promotion and preliminary dispute mediation.
  • Article 6 (Specialized Advisory and Compliance Committees)
    1. International Legal & Compliance Committee (ILCC): Oversees international legal compliance concerning mineral imports, consumer protection, and ESG mandates.
    2. Mining Ethics & Sustainability Committee (MESC): Promotes green mining, humane labor practices, and sustainable supply chain certifications.
    3. Technology Innovation & Cybersecurity Committee (TICC): Oversees IGSTS neural hash anti-counterfeiting algorithms and database cybersecurity.
  • Article 7 (Executive Secretariat: Secretary Bureau)
    1. Operating under a Secretary-General responsibility system, the Secretariat comprises the Standards & Accreditation Department, Digital Security & Traceability Department, B2B Commercial & Member Relations Department, Compliance & Arbitration Enforcement Department, Global Membership & Public Relations Bureau, and the Consumer Protection & Advance Fund Bureau (CPAFB) to handle daily operations.

CHAPTER III: GRADING AND ANTI-COUNTERFEITING STANDARDS

  • Article 8 (The 4C+1I Evaluation Matrix) The Alliance enforces the unified CCGS (Commercial Crystal Grading Standard) and MSGS (Mineral Specimen Grading Standard):
    1. Covering Clarity (C1, 5 tiers from Eye Clean+ to Opaque), Color (C2), Inclusion Aesthetics (C3), Craftsmanship/Crystal Habit (C4), and Matrix Integrity (C5/I1).
    2. Mandates transparent treatment disclosures: Natural Termination/Untreated (NT), Heated (H), Irradiated (I), Coated/Dyed (C/D), and Resin Base Reinforced (RC).
  • Article 9 (IGSTS 3D Visual Fingerprint Security System)
    1. High-value geodes and specimens must be secured with laser-etched titanium anchor tags and destructive wire seals.
    2. Utilizing cloud digital twins and 3D point-cloud neural hash verification via cert.icia.uk, buyers can perform real-time authenticity checks, completely preventing substitution or certificate falsification.

CHAPTER IV: ACCREDITATION SYSTEMS (PCAS / CABCS / ERTAS)

  • Article 10 (Personal Professional Accreditation – PCAS) Comprising CCS (Certified Crystal Specialist), GPC (Gemological Mineral Professional), ICG (Independent Certified Grader), and MICIA (Master Fellow), governed by closed-book blind-sample practical exams and 3-year dynamic renewals.
  • Article 11 (Commercial Business Accreditation – CABCS) Comprising ACC, PRC, ASC, and ELC (Elite Luxury Crystal House), governed by compliance audits and a strict red/yellow-card dynamic demotion system.
  • Article 12 (Emergency & Transitional Accreditation – ERTAS) Providing sandbox monitoring and amber-badged temporary privileges for expos (ERT-EXH), emergency mine-site direct sourcing (ERT-MGR), or transitional merchant substitution (ERT-SUB) with strict time caps.

CHAPTER V: DISPUTE ARBITRATION AND CONSUMER PROTECTION (ADRPS)

  • Article 13 (Violation Penalty Tiers) Any member or merchant proven to have engaged in malicious swap-fraud, unauthorized tag replication, fraudulent grading, or selling fakes shall face penalties under the ADRPS Regulations, ranging from Level I (Yellow Card Warning), Level II (Authorization Suspension) to Level III (Permanent Revocation, Bond Forfeiture, and Global Blacklist Publication).
